The system is called "HalfD" and it is a daemon that monitors the half-life server, keeps it running, monitors for foul language, map voting and also allows for remote monitoring and control which is nice.

It requires some older tclx stuff to run so it maybe easier to get it running by downloading an RPM file which might prompt you for all the dependencies. Here is link to the RPM:

If you have a debian based Linux distro that uses .deb files, you could use "alien" to convert the rpm to a deb.
There is a remote client that is included in there for Linux machines, but if you need to monitor it from a windows box, I coded a java client for it some years ago that you could connect to. But you would have to run it from a webserver.
